The successful candidate will oversee the operational planning, establishment, execution, and evaluation of a multifaceted program supporting the US Army. The Program Manager (PM) will lead a diverse team of Managers, Analysts, and Technicians providing leadership, planning, and resource management to guide the program to sustained success.

The Program will consist of managing and sustainment of real property data, analytics, Key Performance Indicators, and to optimize the processes and tasks to deliver the desired results.

The PM will provide technical and strategic direction to the project team and assist with the day-to-day management, planning, and implementation of the overall contract support operations. The PM will work directly with the Deputy PM, Project Managers, Task and Site Managers, Analysts, and Technicians in effectively managing the fiscal, operational, administrative, performance, production standards, schedule adherence, resource planning, risk management, and human resources components of the program. The PM will assess project issues and develop resolutions to meet productivity, quality, and customer -satisfaction goals and objectives while ultimately ensuring quality and timely delivery of all contractual items.

The PM will act as the primary customer contact for program activities and serve as a liaison to the client, stakeholders, project team, and company identifying solutions, potential risks, and assisting in the short- and long-term development of the program.

In addition to project management skills, the ideal candidate will provide subject matter expertise across multiple focus areas including military installation real property, space management, building utilization, and master planning.

Duties and Responsibilities:

• Serve as the client’s direct POC for all Program/contract-related information.
• Serve as the Program liaison to stakeholders, user community, and outside organizations. 
• In coordination with the client and project team, develop, implement, and lead the strategic planning and development of the program. 
• Work closely with the Deputy PM, Task and Site Leads, and project support staff to develop and maintain detailed Project Plans, Schedules, & Budgets. 
• Provide active day to day management of resources and tasks. 
• Proactively identify future risks and develop mitigation plans. 
• Identify initiatives that will build and support the program's short- and long-term success. 
• Conduct Project Reviews for clients/stakeholders. 
• Manage and communicate Key Performance Indicators (KPI’s) and metrics to appropriate internal & external Stakeholders. 
• Instill confidence, establish and maintain strong relationships with client stakeholders.
• Continually seek opportunities to increase customer satisfaction and deepen client relationships. 
• Lead in the development and oversight of all project documentation and/or needs development to meet client/contract expectations. 
• Follow or establish approval processes for all deliverables. 
• Manage and adjust potential changes to the scope of deliverables. 
• Effectively utilize each team member to his/her fullest potential. 

Required Skills and Experience:

• 10+ years of experience as a project and/or program manager. 
• Bachelor’s degree in technical or business field. 
• DoD Real Property Accountability experience required.
•Master Planning experience required.
• Facility Management experience required.
• Verifiable success building and managing diverse teams.
• Technology oriented; understand systems, data, and analytics. 
• Communicate effectively, verbal and written, with all stakeholders from senior executives to junior staff. 
• Be comfortable delivering formal presentations to senior executives and large groups. 
• Expert skills in building and maintaining budgets, project and resource plans, risk identification and mitigation, and status reports. 
• Experience managing multi-disciplined teams responsible for field data collection, data analysis, data validation, and business intelligence. 
• Proactively identify, assess, communicate and mitigate risks and issues. 
• Possess strong organizational and problem-solving skills. 
• Strong MS Office capabilities (especially Excel and PowerPoint). 
• Proficient in MS Project. 
• Manage in a dynamic environment of change. 
• Understand and manage client expectations while protecting the company’s best interests. 
• Federal government project management experience. 
• Active Secret Clearance. 
• PMP or PgMP Certification. 

Desired Skills:

• Master’s Degree in Business Administration (MBA) or technical field.
• DoD program/project management experience. 
• Familiarity with Federal/DoD real property management. 

This is a full-time position located in San Antonio, Texas that may include minimal travel. Veterans are encouraged to apply.
